Japan, the United States and South Korea are considering backing North Korea's entry into the Manila-based Asian Development Bank (ADB) if Pyongyang ends its nuclear program, a report said Friday. The three nations aim to help North Korea abandon its nuclear ambitions by showing a readiness to support loans from international financial organisations, the mass-circulation Yomiuri Shimbun said.
The move is also aimed at incorporating North Korea in the framework of the global economy and putting the reclusive Stalinist nation under international watch, it said, quoting anonymous US and Japanese sources.
North Korea had expressed its desire to join the ADB when its food shortage worsened in 1996.
The Yomiuri said the Untied States would table the proposal at the six-nation talks on the North Korean nuclear crisis starting in Beijing on August 27. The talks will be among the two Koreas, the United States, Japan, China and Russia.
Officials from the United States, South Korea and Japan met in Washington Thursday to put the final touches on their joint tactics ahead of the Beijing talks.
No final statement was expected from the meeting.
