Tafrov, who is presiding over the council this month, told reporters that the 11-year-old embargo "has not been enforced for 11 years and firm action is needed.
"The flow of weapons into Somalia is continuing and it is not helping the peace process," he said.
The embargo on arms for Somalia was put in place in 1992 and was tightened last April.
The council at the time said Somalia was a threat to the region's security and peace.
