Iran Offer Dismissed As US Gulf Armada Builds

The United States on Tuesday dismissed an Iranian offer to suspend uranium enrichment work if Western countries did the same, as a second US aircraft carrier took up position in the region. The offer came ahead of a Friday report by the UN nuclear watchdog expected to confirm that Iran has defied the calls for a halt to its sensitive uranium enrichment program. Washington and many Western nations believe Iran wants to develop nuclear weapons.

Military Operations Outside Iraq Unacceptable

The Russian foreign minister said Wednesday U.S.-led multinational foreign forces in Iraq must not conduct military operations outside the country, including against Iran. "The multinational force in Iraq should abide strictly by the UN Security Council's mandate, which does not provide for any operations outside the country," Sergei Lavrov said in an interview with weekly Lebanese magazine Al-Watan Al-Arabi.

North Korea Could Make Nuclear Warhead For Missile Delivery

North Korea is capable of arming its medium-range Nodong missile with a crude nuclear warhead, two US experts said in a report released Wednesday. The report by the Washington-based Institute for Science and International Security (ISIS) also estimates that the communist state has separated enough plutonium to build about five to 12 nuclear weapons.

  Russian Threat To Withdraw From INF Not Bluff

The extraordinary tough talk coming out of Moscow over the past week on the Intermediate Nuclear Forces Treaty is mixed but not contradictory. First, four-star Army Gen. Yury Baluyevsky, the Chief of the Russian General Staff, warned explicitly last Thursday that Russia might unilaterally pull out of the nearly 20-year-old treaty that has been a cornerstone of detente and of peace and security in Europe.

A Bad Treaty Is Better Than A Good Missile

In December of this year, the Russian-American treaty on the elimination of intermediate- and shorter-range missiles (INF Treaty) may celebrate its 20th anniversary. Or it may not. Considering the position of Poland and the Czech Republic, which are about to allow the Americans to install elements of an anti-missile defense system on their soil, the Russian leadership may well act on its recent threat to withdraw from that treaty.

Sunni insurgents are maneuvering for advantage against a US crackdown in Baghdad, but US defense officials said Tuesday they discern no new strategy despite some unusual tactics in the latest violence. The tactics included a rare coordinated attack on a US military outpost, and the detonation of a chlorine tanker truck, as well as car bombings and suicide attacks that claimed the lives of dozens of civilians.

A top army general Wednesday blamed "a breakdown in leadership" for poor living conditions of wounded soldiers at the US Army's renowned Walter Reed Medical Center. But General Richard Cody, vice chief of staff of the army, said no one has been relieved of command or disciplined since the problems were exposed over the weekend by The Washington Post.

France Shows Interest In Russian Aircraft

France's top government officials expressed Wednesday their interest in buying Russian aircraft, including heavy helicopters and unmanned aerial vehicles. "We are interested in heavy helicopters, and also in reconnaissance aircraft and unmanned aerial vehicles (UAV)," French Defense Minister Michele Alliot-Marie said at a meeting between Russian President Vladimir Putin and officials from the Russian-French Council for Security Cooperation.
