The Iraqi government is negotiating to buy up to 24 Hawk jet trainer aircraft from BAE Systems in a deal worth as much as $1.6 billion, officials said, officials said. Kinder weather aided efforts Monday to counter a giant oil spill in the Gulf of Mexico, as BP prepared to launch an unprecedented operation to try to contain the main leak with a giant dome.
