China building huge test site for unmanned ships

USNS Charles Drew to receive regular overhual from Vigor Marine
Washington (UPI) Feb 13, 2018 - The U.S. Navy's Military Sealift Command has awarded a contract to Vigor Marine for regular overhaul and dry docking of USNS Charles Drew, a Lewis and Clark-class dry cargo ship.

The deal, announced Monday by the Department of Defense, is valued at more than $14 million under the terms of a firm-fixed-price contract.

The agreement enables Virgo Marine LLC., of Portland, Ore., to provide regular overhaul and general services for the ship, including replacement of fire fighting systems, inspecting the propulsion system and flight deck renewal, among other ship services.

Work on the USNS Charles Drew will occur over a 47-day period beginning in late March, and is expected to be completed in May 2018.

The total award will be obligated to Vigor Marine at the time of award from Navy fiscal 2018 operation and maintenance funds, the Pentagon said.

The obligated funds will not expire at the end of the current fiscal year.



BAE systems to repair USS Chafee
Washington (UPI) Feb 12, 2018 - BAE Systems was awarded a contract for repair services on the USS Chafee, an Arleigh Burke-class guided missile destroyer.

The deal, announced Friday by the Department of Defense, is valued at more than $22.7 million under a cost-plus-award-fee, cost-plus-incentive-fee, which is a modification to a previous award contract.

Work on the USS Chafee will primarily be focused on the main engine intake and uptake compartment structural repairs, along with topside preservation, the Pentagon said.

Contract work will occur in Pearl Harbor, Hawaii., and is expected to be completed by September 2018.

The total amount of the award contract will be obligated to BAE Systems at time of award from Navy fiscal 2018 operations and maintenance funds.

The funds will expire at the end of the current fiscal year, according to the Defense Department.

China has started building the world's largest test site for unmanned ships -- a technology with both civilian and military applications -- off a port in the disputed South China Sea, state media said Tuesday.

The test area is being constructed off the southern port city of Zhuhai bordering Macau, the state Xinhua news agency said.

China asserts sovereignty over almost all the South China Sea despite competing partial claims from the Philippines, Vietnam, Malaysia and Brunei, and has reclaimed several islands which it controls to bolster its claims.

Unmanned or "autonomous" ship technology, still in its infancy, would allow both civilian and military craft to be remotely controlled.

It could revolutionise the shipping industry by creating more cargo space on unmanned ships, which would also save huge sums in labour costs.

As the first of its kind to be built in Asia, Zhuhai's "unmanned boat test site" is expected to become the world's largest with an area of about 770 square kilometres.

Islands in the test zone will be equipped with GPS, sonar, communication instruments or photoelectric components to guide ships and boats, according to the China's Science and Technology Daily.

No commissioning date has been announced.

"Beijing will use this test site to develop a series of new unmanned systems for military but also for civilian purposes, as this technology can potentially contribute to its economic development," said Collin Koh, specialist in regional naval affairs at Singapore's S. Rajaratnam School of International Studies.

"It symbolises its rise as a world maritime power and is meant to position it in the future market for unmanned ships, whether for civilian or military applications."

Various unmanned ship projects already exist in the European Union and the United States. Norway is expected this year to launch the world's first wholly electrically-powered and autonomous freighter.

China is trying to catch up in this field. It plans to launch at the end of the year its own autonomous vessel, the Jindouyun, for river transport and ferrying goods to islands.

BAE Systems awarded $34.1M for work on USS Pearl Harbor

The U.S. Navy has awarded a $34.1 million contract for maintenance, modernization and repair on the USS Pearl Harbor. With options, the fixed-price contract would be worth $36.3 million, the Defense Department announced on Wednesday, for selected restricted availability.
