Iraq seeks Arab help to push Turkish troops out

France boosts naval presence in Mediterranean as Turkey, Greece quarrel
Paris (AFP) Aug 13, 2020 - France said Thursday it was "temporarily reinforcing" its military presence in the eastern Mediterranean Sea amid tensions between neighbours Greece and Turkey over recently-discovered gas reserves.

The French military said two Rafale jets would arrive Thursday on the island of Crete for a stay of "several days", after having taken part in a military exercise in Cyprus earlier in the week.

The assault helicopter carrier Tonnerre (Thunder), en route to deliver aid to Beirut after last week's deadly port explosion there, was joined overnight by the La Fayette frigate, previously deployed to Cyprus, and they took part in an exercise with the Greek navy.

"The purpose of this military presence is to strengthen the autonomous assessment of the situation and to affirm France's commitment to free movement, to the security of maritime navigation in the Mediterranean and respect for international law," said a ministry statement.

Relations between France and Turkey have been icy as President Emmanuel Macron has accused Ankara of violating the sovereignty of Greece and Cyprus -- claims Turkey rejects.

Turkey is at odds with Greece and the European Union over maritime rights in the Eastern Mediterranean amid a scramble for resources following the discovery of huge gas reserves in recent years.

Last month, Greece announced it had deployed ships in the Aegean in "heightened readiness" after Turkey announced plans for energy exploration near a Greek island in an area it claims is within Turkey's continental shelf.

Then on Monday, Ankara dispatched the research ship Oruc Reis, accompanied by naval vessels, off the Greek island of Kastellorizo.

Greek Foreign Minister Nikos Dendias urged Ankara to "immediately" remove the Oruc Reis from Greek waters and Greece deployed warships to monitor the vessel.

Prime Minister Kyriakos Mitsotakis said Wednesday he hoped sense would prevail and dialogue resume, warning: "The risk of an accident lurks when so many military assets are gathered in such a contained area."

France, Turkey and Greece are members of the NATO military alliance, but Macron has been critical of Turkey also over its involvement in the Libyan conflict.

Tensions have risen over the last year between Macron and Turkish leader Recep Tayyip Erdogan, notably when the French leader said the lack of NATO response to a unilateral Turkish operation in northern Syria showed the alliance was undergoing "brain death".

The strain worsened in June when France denounced an "extremely aggressive" intervention by Turkish ships against a French navy vessel participating in a NATO mission in the Mediterranean, a claim Ankara dismissed as "groundless".

Iraq has urged its Arab allies to help persuade Turkey to withdraw its troops from Iraqi territory, where they have been raiding Kurdish militant positions, the foreign ministry said Thursday.

Its comments come two days after a Turkish drone strike killed two high-ranking Iraqi officers in the autonomous Kurdish region of northern Iraq, amid heightened tensions between Ankara and Baghdad.

The Kurdistan Workers' Party (PKK) said Thursday that one of its commanders had also been killed in the strike, saying the drone had targeted a meeting between its fighters and Iraqi border guards.

On Wednesday the Iraqi foreign ministry, for the third time, summoned Turkey's envoy to Baghdad to protest against the strike, which it denounced as a "flagrant aggression" and a violation of its sovereignty.

On Thursday, Foreign Minister Fuad Hussein said he had contacted his Egyptian, Jordanian, Saudi and Kuwaiti counterparts as well as the Arab League to seek their diplomatic support in confronting Ankara.

Hussein said he pleaded for "major Arab efforts to avoid dangerous developments" and for "a united position to force Turkey to pull out its troops who have infiltrated into Iraq", the ministry said.

France on Thursday slammed its NATO ally over the strike.

"France deplores this serious development," the foreign ministry said in a statement, adding that "all light must be shed" on what happened.

"France is deeply attached to full respect for Iraqi sovereignty," it added.

Turkey in mid-June launched a cross-border operation against the PKK, blacklisted as a terrorist group by Ankara and its Western allies.

The PKK has waged an insurgency against Ankara since 1984 and has long used the rugged terrain of northern Iraq as a rear base to wage attacks on Turkey.

Over the past 25 years Turkey has set up a dozen military positions inside Iraqi territory to fight the PKK.

On Thursday, Turkey's ambassador to Baghdad Fatih Yildiz issued a statement accusing Iraq of "turning a blind eye to the presence of PKK terrorists on its soil".

Kurdish sources say efforts to persuade Turkey to withdraw its forces will not be easy, as Ankara is determined to stay put.

Authorities in the autonomous Kurdish region, dominated by the Democratic Party of Kurdistan (KDP), see the PKK as rivals but have never been able to uproot them from their northern Iraqi bases.

At least five civilians have been killed in northern Iraq since the start of the latest Turkish campaign, according to local officials. Ankara has reported the death of at least seven of its men, and the PKK and its allies the deaths of 10 fighters and supporters.

France slams Turkey over strike that killed Iraqi officers
Paris (AFP) Aug 13, 2020 - France on Thursday slammed its NATO ally Turkey over a drone strike in northern Iraq this week which Baghdad says killed two high-ranking Iraqi officers.

"France deplores this serious development," the foreign ministry said in a statement, adding that "all light must be shed" on what happened.

Iraqi officials labelled the strike a "blatant Turkish drone attack" in the autonomous Kurdish region, where Ankara has for weeks been raiding positions of the outlawed Kurdistan Workers' Party (PKK).

Two border guard battalion commanders and the driver of their vehicle were killed, the army said in a statement, marking the first Iraqi troop deaths since Turkey launched the cross-border operation in mid-June.

"France is deeply attached to full respect for Iraqi sovereignty," said the French ministry, adding that Paris "condemns any violation of this sovereignty."

France's statement is its latest expression of French anger against Turkey in an increasingly difficult relationship between the two NATO members.

President Emmanuel Macron has accused Ankara of violating the sovereignty of Greece and Cyprus -- claims Turkey rejects -- over maritime rights in the Eastern Mediterranean amid a scramble for gas resources.

Paris has also condemned Turkey's military intervention in Libya to support the UN-recognised Tripoli government while Macron has argued that unilateral moves by Ankara were contributing to the "brain death" of NATO.
